The Government has a requirement to provide construction of permanent fence and gates at a Government facility in the greater Washington DC area. The security classification for this project has been classified at the "Secret" level. The potential offeror must have an active facility security clearance at the "Secret" level with ability to safeguard documents at the "Secret" level and capable of sponsoring subcontractor that are not cleared, if necessary, at the time of award of the contract.


This is a limited source, negotiated competitive acquisition. The North American Industry Classification System (NAICS) Code for this requirement is 238990 - All Other Specialty Trade Contractors, with a corresponding size standard of $15 million gross receipts, averaged over the preceding 3 years. The resultant award will be a Firm Fixed Price Contract. Potential offerors will be required to submit both a technical and a price proposal in response to the solicitation. The estimated bonding capabilities required are more than $40,000,000.00 for a single project.


In order to be considered for award, all large businesses are required to submit an acceptable Subcontracting Plan with their proposal (see Federal Acquisition Regulation 19.7).
