About this opportunity

The Food and Drug Administration intends to solicit Bordetella-free baboons for pertussis infection and vaccination studies, with a capability statement response deadline of May 29, 2026.

The FDA Center for Biologics Evaluation and Research seeks twenty six- to eight-month-old, Bordetella-free, unvaccinated baboons delivered in one shipment to its Silver Spring, Maryland facility. All animals must be examined by a licensed veterinarian experienced in non-human primate medicine and certified in good health prior to shipment. The vendor must arrange blood draws and nasopharyngeal washes before delivery; CBER laboratories will conduct Bordetella and serology testing to confirm absence of exposure. The vendor must coordinate delivery through USDA-licensed carriers in compliance with USDA animal care standards and maintain liaison with CBER veterinary services throughout transit. The vendor must accept return of animals following the pertussis studies.

Award is estimated for July 2, 2026. Delivery is expected within ninety calendar days of award, with the period of performance estimated from September 30, 2026 to September 29, 2027. The contract will be Firm Fixed Price. Payment terms are Net-30 calendar days after government acceptance; no advance payments are permitted. Invoices must be submitted electronically through the Treasury's Invoice Processing Platform.

NAICS code 112990 (All Other Animal Production) applies, with a Small Business Size Standard of $2.75 million. Capability statement responses are due by May 29, 2026 at 1:00 PM Central Time to david.kramer@fda.hhs.gov, referenced as CBER-2026-134085.

Notice text

Pertussis is an acute, highly contagious, potentially life-threatening respiratory disease, caused by the Gram-negative bacterium Bordetella pertussis. The underlying factors leading to the failure of public health measures to control pertussis disease using currently licensed vaccines are poorly understood. A more complete understanding of this disease and of the mechanisms of vaccine-mediated protection is a critical public health need.

The baboon model of pertussis, developed in the laboratories of the Food and Drug Administration (FDA) Center for Biologics Evaluation and Research (CBER), is the only animal model of pertussis that recapitulates the disease as observed in human patients. Refinement of the baboon model to include establishment of infection by means of natural transmission will enable a more refine evaluation of the differences between the licensed acellular pertussis vaccines that fail to prevent infection and the whole cell vaccines that reduce infection. The performance of this study requires the purchase and delivery of twenty, Bordetella-free baboons.
