About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) has published a Special Notice for a sole source contract to provide unlimited landside access to the National Marine Sanctuary of American Samoa at Fagatele Bay. NOAA intends to award a single source, firm fixed price contract under Simplified Acquisition Procedures to Carolyn Fuimaono-Faumui for access through privately owned lands and continued maintenance of driveways and footpaths. The contract falls under the NAICS code for Environmental Consulting Services and is categorized as Other Environmental Services. This procurement is being conducted under Federal Acquisition Regulation authorities for sole source acquisitions. The notice specifies that this is not a request for competitive proposals and no formal solicitation document exists for the requirement.
The primary objective of this contract is to enable NOAA's Office of Law Enforcement and the American Samoa Department of Marine and Wildlife Resources to conduct landside enforcement and deterrent patrols for marine conservation activities in the protected sanctuary waters. The sole source justification is based on the contractor providing the safest and most accessible route through privately held family lands, with no alternative access methods available to the government. Interested parties must submit capability statements by August 20, 2025, at 0900 Pacific Time, including their UEI number, technical data, cost information, and convincing evidence of their capability to meet the requirements. All submissions must be emailed as Microsoft Word or PDF attachments not exceeding 20 MB to both the Contract Specialist Zachary McKay and Contracting Officer Jenna Taulman, with the subject line "Fagatele Bay Access - SAM Notice." The contract is expected to be delivered by September 2025 and addresses the landowners' requirement for payment to access their property, as no exceptions are made for law enforcement activities.
