About this opportunity

The Defense Information Systems Agency (DISA) is seeking a telecommunications provider to install, maintain, and lease an unprotected transparent channelized OC-3 (155.52 Mbps) connection between two specific locations in Virginia: Arlington Hall Station 1 at 111 South George Mason Dr, Arlington, and Building 246, Room 210 at 9800 Flagler Road, Fort Belvoir. The solicitation is structured as a Request for Quote (RFQ) using the lowest price technically acceptable (LPTA) source selection process, with NAICS code 517111 and product service code DG11. Providers must submit quotes that include both monthly recurring and non-recurring charges, following standard commercial terms and conditions incorporated through standard Federal Acquisition Regulation (FAR) clauses. The solicitation is a combined synopsis/solicitation for commercial products and services, prepared in accordance with Subpart 12.6, and represents the sole solicitation document that will be issued. Quotes are due by June 16, 2025, with the procurement focused on evaluating submissions based on technical acceptability and pricing.

The contract opportunity is not designated as a small business set-aside, allowing both small and large telecommunications carriers to compete. The specific procurement involves installing and maintaining a telecommunications lease with a defined bandwidth of 155.52 Mbps between two specific government facilities in Virginia. While specific award values are not disclosed in the documentation, the solicitation indicates that pricing will be structured through Contract Line Item Numbers (CLINs) with clear delineation of monthly and one-time charges. The place of performance is strictly defined as the specified rooms within Arlington Hall Station and Fort Belvoir's Building 246, with precise location details including floor and room numbers. The procurement timeline suggests a service implementation following the quote submission deadline of June 16, 2025, with the potential contract duration implied to be for ongoing telecommunications service provision.
