About this opportunity

The Defense Information Systems Agency (DISA) is seeking quotes to provide, install, and maintain a 2.5GB WAVE telecommunications service connecting two military facilities in Massachusetts. The procurement is structured as a combined synopsis/solicitation under FAR Subpart 12.6 for commercial products and services, with no separate written solicitation to follow. Contractors must quote both monthly recurring charges and non-recurring charges in their proposals, following the format requirements outlined in the IQO Deskbook. The evaluation will use a lowest price technically acceptable (LPTA) source selection process, meaning the government will select the lowest-priced offer that meets all technical requirements. The solicitation was posted on April 11, 2025, with quotes due by June 23, 2025. The procurement falls under NAICS code 517111 (Wired Telecommunications Carriers) and uses product and service code DG11 for telecommunications requirements.

This solicitation does not include any small business set-aside designation, making it available to contractors of all sizes. The specific service requirement involves establishing connectivity between Building 168, Room 141 at Otis Air National Guard Base and Building 1646A, Frame Room at Hanscom Air Force Base, both located in Massachusetts. The contract will incorporate standard FAR commercial terms and conditions, including clauses 52.212-1 through 52.212-5, along with provisions from the DITCO Basic Agreement. No incumbent contractor information or specific award values are disclosed in the public solicitation documents. The performance locations are clearly defined as the two Massachusetts military installations, with the service requiring ongoing maintenance responsibilities beyond the initial installation. The 2.5GB capacity specification indicates a high-bandwidth telecommunications requirement supporting critical defense communications infrastructure.
