About this opportunity

The Defense Information Systems Agency seeks quotes to provide, install, and maintain a 10GB non-switched Ethernet commercial lease between Altus Air Force Base, Oklahoma and San Antonio, Texas, with quotes due June 30, 2026 at 4:00 PM CDT and service commencement on November 16, 2026. This is an indefinite quantity order (IQO) solicitation issued as a request for quote (RFQ) under the DITCO Basic Agreement, with no small business set-away.

Place of performance spans from Building 215, Room 138, Altus AFB, Oklahoma (source) to Building 200, Computer Room 2A, 3326 General Hudnell Drive, San Antonio, Texas (destination). The procurement requires diverse, fully documented fiber paths end-to-end to the government's service delivery points with a minimum 50-meter physical separation from related solicitation HC101325QA400, though the separation requirement at the intersection of Routes 28 and Tamarack Road is relaxed to 48 feet.

Contractors must address circuit installation methodology, sub-contractor involvement, technical specifications, and build scope. Testing and acceptance parameters include 24-hour satisfactory testing, ITU-T.Y.1564 benchmarking, light level readings, and 72-hour soak testing at DISA Global Operations Center Scott AFB Illinois. Performance thresholds require availability greater than 99.5%, frame loss equal to zero, jitter less than 3 milliseconds, delay better than 10 milliseconds, and mean time to loss of bit count integrity greater than 24 hours. The NAICS code is 517111 (Wired Telecommunications Carriers) and PSC is DG11. Evaluation applies lowest price technically acceptable criteria. Awards for solicitations HC101325QA399 and HC101325QA400 will be made to a single vendor based on lowest combined life cycle cost; failure to provide all required quotes renders submissions non-compliant and unawardable.
