Notice text
The unusual and compelling Other than Full and Open competition is required due to the exigency of the disaster and the extreme constraints that are currently in effect during this response phase and the lack of local sources with the ability and resources to meet the extreme current need. Due to the massive amounts of commodities that are required to feed and water the population, it is unmanageable and intolerable to conduct extended air and sea operations to satisfy these requirements. The sea ports are over employed and schedules have caused stoppages and gridlocks of critical materials the island requires to continue operations and work toward regularity. There are several communities that remain without power and water and the estimated time of repair/restoration is extended through months at this time. There are several roads and thoroughfares that have been compromised. This vendor has the capacity to employ off-road, special terrain, and other distribution methods that will reach isolated and extremely difficult locations in the mountainous areas of the island. By contracting with this vendor, response times, distribution and supply chain stability is ensured, and the economic restoration of the island is supported. This contract is unusual and compelling as it meets all the requirements, and it will provide immediate lifesaving and life sustaining commodities for the hurricane survivors. The contractor has shown their ability to provide meals in other austere environments immediately following the previous hurricanes with great success.
