About this opportunity
This Special Notice, posted on March 3, 2026, concerns NASA's National Shared Services Center (NSSC) requirement for a Prototype Laser Electronics Assembly. The agency currently intends to issue a sole source contract to SPACE POWER ELECTRONICS INC, located in Bonaire, Georgia, under the authority of FAR 13.106-1(b)(1)(i), based on a determination that this company is the sole provider of the required capability. NASA Goddard Space Flight Center (GSFC) will serve as the performance location for this effort. The procurement will utilize commercial item procedures under FAR Parts 12 and 13, and falls under NAICS Code 334516 (Analytical Laboratory Instrument Manufacturing). Interested organizations may challenge this sole source determination by submitting written evidence of their capabilities and qualifications.
Interested contractors must submit their capabilities and qualifications in writing no later than 3:00 p.m. Central Standard Time on March 6, 2026, to either Cody Guidry (Procurement Specialist) or Karen Artis (Contracting Officer) at NASA. The submission deadline is exceptionally tight, allowing only three calendar days from the notice posting date. The underlying requirement is for a prototype laser electronics circuit assembly designed for a 1030-nanometer fiber laser lidar transmitter supporting NASA's dual wavelength small all-range lidar (SALI-DW) program for lunar science and exploration. The prototype must deliver 2-watts of average output power with 256-watts peak power, operate on 28 VDC input, include Return to Zero Pseudo Noise code modulation with 8-nanosecond pulse width, and function across a temperature range of 0 to 50 degrees Celsius with ultra-high vacuum operation capability. Any contractor wishing to compete must demonstrate that they can meet these stringent technical specifications based on existing, space-qualified circuit designs with demonstrated Technology Readiness Level 6 status.
