The Social Security Administration (SSA) anticipates issuing a solicitation for a security services contract that will provide all management, supervision, qualified protective security guard force personnel, materials, equipment, and transportation necessary to provide Armed Protective Security Services at the Social Security Administration's (SSA) three story, Federal Security Level 4 Federal Government Facility (Second Support Center) located in Durham, North Carolina and at a multiple section two and three story, Federal Security Level 3 Federal Government Facility (RTP Building), also located in Durham, NC.
The facilities, although located approximately two-miles apart, are managed under a single campus concept, with 17 posts, two of which are 24 hours per day operators in the security control center, and two of which are workday only parking and credentialing office positions. The remaining 13 posts are staffed by armed protective security officers, of which 6 provide 24 hour a day services - inclusive of holidays and weekends. Each of the two facilities has an employee entrance that is open 24 hours a day, inclusive of holidays and weekends, and there is one loading dock entry point for deliveries at one of the buildings. These three entrances have x-ray machines and walk-through metal detectors at the access control screening posts. The first-listed facility also has a separate, stand-alone truck inspection facility. Approximately 300 SSA and contractor personnel occupy the two facilities and neither facility is open for public access.
This requirement shall be restricted to small business concerns under North American Industry Classification (NAICS) Code 561612, with a size standard of $20.5 million.
This acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, supplemented by FAR Part 15, Contracting by Negotiation and FAR 19, Small Business Programs . SSA anticipates that this competition will result in the award of one firm-fixed-price Contract, consisting of a 12 month base period and four 12 month options. The performance period for this effort is anticipated to begin in February, 2017.
SSA anticipates release of the solicitation (SSA-RFP-17-1008) on or about January 20, 2016. A site visit is tentatively scheduled for the first week of February (actual date will be provided with the solicitation). Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. The solicitation and any related documents for this procurement will be made available to interested parties via the internet through FedBizOpps (www.fbo.gov). SSA will not honor requests for paper copies.
All questions must be submitted in writing via email to Timothy.Ely@ssa.gov. PHONE CALLS WILL NOT BE ACCEPTED. Email communications must include company name, address, point of contact, email address, phone and fax numbers.
