About this opportunity
The Department of Homeland Security, Office of Procurement Operations, Federal Protective Service Acquisitions Division has issued a Justification for Exception to Fair Opportunity (JEFO FY26-0058) to extend a task order for Armed Protective Security Officer (PSO) services throughout Utah and Wyoming with Diversified Protection Corporation. The extension covers a three-month period from April 1, 2026 through June 30, 2026, with an estimated value of $5,521,021.44, and is justified under FAR 16.507-6(b)(2) on the basis that only Diversified Protection Corporation possesses the unique capabilities and specialized qualifications required for continuous PSO services in this region without incurring transition delays. The proposed bill rates reflect a 4.9 percent increase for PSO Basic/Temporary Additional Services (from $63.95 to $67.13 per hour) and Emergency Security Services (from $70.35 to $73.84 per hour) to comply with Collective Bargaining Agreement wage increases effective April 1, 2026. This extension provides the necessary time to award and execute a follow-on competitive task order while maintaining security continuity, as transitioning to another contractor would create significant service gaps due to the extensive licensing, training, health screening, and weaponry requirements specific to the FPS program. The justification was approved on March 29, 2026, and the notification was posted on SAM.gov on April 3, 2026.
Notice text
The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Federal Protective Service (FPS), Acquisitions Division (AD) intends to extend the ordering period of task order 70RFPW25FRW800006 for up to three (3) months, with Diversified Protection Corporation (109 Rier Landing DR, STE 300, Daniel Island, SC 29492), for Armed Protective Security Officer (PSO) services throughout Utah and Wyoming on a basis other than full and open competition. This proposed extension is to provide for continued protective security officer services in the Utah and Wyoming area to allow time to award and transition the follow-on effort for these services.
