About this opportunity
The Department of Homeland Security Office of Procurement Operations is seeking a sole source extension for Protective Security Officer (PSO) services across various locations in Connecticut. This contract extension, identified as 70RFP119DE1000001, will be awarded directly to North American Security and covers a four-month period beginning May 1, 2025. The procurement is not a competitive proposal process, but rather a direct negotiation under the authority of 41 U.S.C. 3304(a)(1), which allows for single-source procurement when only one responsible source can satisfy agency requirements. A Justification for Other Than Full and Open Competition has been posted to sam.gov to support this approach. The solicitation falls under the NAICS category 561612 for Security Guards and Patrol Services, with a small business size standard of $29 million.
The contract has no specific set-aside designation and will be performed in Hartford, Connecticut. North American Security, located in Edmond, Oklahoma, is the incumbent contractor and the anticipated sole source for this extension. The primary objective is to ensure continued armed security services at various Connecticut locations while allowing time for placement of a new long-term contract. The extension will provide critical PSO services with a four-month timeline, bridging the gap between the current and future contract periods. The government has not publicly released a Request for Proposal (RFP) and is proceeding with a direct negotiation with the current contractor to maintain uninterrupted security coverage.
