About this opportunity

The Department of Homeland Security's Office of Procurement Operations is seeking a sole source extension for Protective Security Officer (PSO) services in the Washington DC area through an existing indefinite delivery/indefinite quantity contract. The extension will be awarded to Paragon Systems under FAR 6.302-1, which allows for noncompetitive procurement when only one responsible source can satisfy agency requirements. The current contract (70RFP218DEC000009) will be extended for up to six months to provide continuity of security services and allow time for a full competitive procurement process. The contract falls under NAICS code 561612 for Security Guards and Patrol Services, with a small business size standard of $29 million. While a Request for Proposal (RFP) will not be made available, a Justification for Other Than Full and Open Competition will be posted to sam.gov following the award.

The contract extension is a non-set-aside opportunity with Paragon Systems as the sole anticipated contractor. The extension aims to ensure uninterrupted security coverage at federal facilities, with the current contract set to transition to a new competitive procurement. While specific award values are not fully detailed in the pre-solicitation notice, a related justification document indicates similar security services have been valued around $2.3 million for a three-month period. The services will cover protective security officer operations in the Washington DC metropolitan area, with the government planning to complete a new competitive procurement by May 15, 2025, and initiate new performance by July 1, 2025. The extension represents a critical bridge to maintain continuous security services without interruption, addressing potential risks associated with an immediate contractor transition.
