Mission and Installation Contracting Command (MICC), Joint Base Lewis-McChord (JBLM), Washington, is currently conducting preliminary planning market research to determine commercial market practices and the existence of viable commercial sources capable of providing Protective Coatings Services for its Directorate of Public Works (DPW). The anticipated period of performance is 1 May 2015 through 30 April 2016 with the possibility of four one-year option periods.

Description of Services: The contract for the required work will be a construction Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The locations of work will be at Joint Base Lewis-McChord (JBLM). The Government will designate the specific place of performance on each individual task order.

The contractor shall provide all plant, labor, tools, equipment, materials, and perform all work in strict accordance with the specifications and plans required for individual task orders. The requirements cover a broad range of protective coating applications and repairs. During the contract period, the Government will identify specific jobs and issue individual task orders to the contractor for job completion. The contractor shall maintain a management office to receive Request for Proposals, signed task orders, and Notices-to-Proceed; to receive and initiate contract correspondence; and to provide other construction management services related to accomplishing individual task orders. The task orders will vary in size. The task orders will primarily include tasks associated with protective coating application, repairs, and surface preparation.

The task orders will involve interior and exterior protective coating application, surface preparation, and ancillary repair work to substrates and structural components for JBLM facilities. Ancillary repair work may require various trades that may include carpentry, interior renovations, electrical, plumbing, concrete, masonry, asbestos and lead surveys and abatement, and mold remediation. Protective coating substrates may include: concrete, stucco, wood, plaster and gypsum wallboard, composite materials, masonry, steel, and galvanized and aluminum coated metal. Task orders will include all work required to provide a complete and useable finished product.
