Synopsis for Protective Coating Maintenance IDIQ:
The 628th Contracting Squadron at Joint Base Charleston, South Carolina will solicit for a Protective Coating Maintenance Indefinite Deliver Indefinite Quantity (IDIQ) Contract at Joint Base Charleston - Air Base (JB CHS-AB) in North Charleston, South Carolina, Joint Base Charleston - Weapons Station (JB CHS-WS) in Goose Creek, SC, North Auxiliary Airfield (NAAF) near Orangeburg, SC (approximately 90 miles north of JB CHS-AB), and Short Stay Recreational Area near Moncks Corner, SC (approximately 25 miles north of JB CHS-AB). Dollar magnitude for this contract is Not To Exceed $3,000,000 over the life of the contract - up to a five-year period (base year and four option years). The work consists of furnishing all labor, materials, equipment, tools, transportation, supervision, and incidentals to accomplish protective coating maintenance (painting) of various base industrial buildings/facilities.
This acquisition will be set-aside for 100% Service Disabled Veteran Owned Small Business (SDVOSB). The applicable NAICS code is 238320 with a small business size standard of $14,000,000.00. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. It is anticipated the solicitation will be issued electronically on or about 12 Mar 14 on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents. All prospective contractors must be registered in the System for Award Management, (SAM), in order to be eligible for an award.
NOTE: This requirement is set aside; FAR 52.219-14 Limitations on Subcontracting will apply. The clause requires that the concern perform at least 25% of the cost of the contract, not including the cost of materials, with its own employees.
