About this opportunity

The Department of the Air Force Headquarters District Washington, specifically the 316th Contracting Squadron, is conducting market research for Protective Coating and Markings construction services at Joint Base Andrews (JBA) and surrounding areas in Maryland. The comprehensive scope of work requires a contractor to provide all necessary personnel, equipment, labor, materials, and management for tasks including airfield rubber removal, airfield/street/parking lot striping, protective coating, and sign maintenance. This is a Sources Sought notice designed to gather information from potential contractors, with responses limited to 5-page capabilities statements that must include business size details, teaming arrangements, and maximum annual capacity. Interested parties must submit their responses by January 16, 2025, at 1500 EST to Allen Tang and Cameron Cox via email. Contractors must be registered in SAM.gov with current representations and certifications, and this market research process will not result in an immediate contract award.

The procurement is designated as a Total Small Business set-aside under NAICS code 238320 (Painting and Wall Covering Contractors) with a $19 million size standard. While no specific incumbent contractors were mentioned in the notice, the opportunity appears to be structured for small businesses capable of handling complex facility maintenance services at a military installation. The precise contract award value is not explicitly stated, but the comprehensive nature of services suggests a potentially significant multi-year contract. Contractors will need to demonstrate capabilities in specialized military infrastructure maintenance, including precision airfield and street surface treatments. The project scope implies a requirement for specialized equipment, skilled labor, and extensive quality control processes to meet military infrastructure maintenance standards.
