About this opportunity
The Department of the Air Force awarded a $22 million-ceiling, cost-plus-incentive-fee modification (P00162) to The Boeing Company on September 30, 2026, expanding the existing contract FA8808-19-C-0001 for Joint Hub Spares and Spares Management under the Protected Tactical Enterprise Services (PTES) program.
The modification raises the contract's cumulative face value to $638,392,556 from $616,392,556. Work is performed in El Segundo, California, and Colorado Springs, Colorado, with completion expected by June 6, 2028. Fiscal 2026 procurement funds of $10,766,000 and fiscal 2025 procurement funds of $27,100 are obligated at award. The Space Force Portfolio Acquisition Executive for Satellite Communications and Positioning, Navigation, and Timing at Los Angeles Air Force Base is the contracting activity.
The award was made on a sole-source basis under 10 USC 3204(a)(1) and FAR RFO 6.103-1 (Only One Responsible Source). The Government conducted market research through a Sources Sought RFI posted February 19, 2025, receiving five responses. Boeing was determined the only responsible source capable of meeting requirements without substantial cost duplication or unacceptable schedule delays, given its established System Integration Laboratories, seven years of PTES-specific expertise, existing testing infrastructure, and ability to ensure product integrity through continuous integration and testing. A notice of intent to sole source was posted to SAM.gov on April 1, 2026.

Update #2 · Latest ·
The Boeing Co., El Segundo, California, has been awarded a cost-plus-incentive-fee undefinitized contract action with a not-to-exceed price ceiling of $22,000,000 modification (P00162) to previously awarded (FA8808-19-C-0001) for Joint Hub Spares and Spares Management. The modification brings the total cumulative face value of the contract to $638,392,556 from $616,392,556. Work will be performed in El Segundo, California; and Colorado Springs, Colorado, and is expected to be completed by June 6, 2028. Fiscal 2026 procurement funds in the amount of $10,766,000; and fiscal 2025 procurement funds in the amount of $27,100, are being obligated at time of award. The Space Force Portfolio Acquisition Executive for Satellite Communications and Positioning, Navigation, and Timing, Los Angeles Air Force Base, California, is the contracting activity (FA8808-19-C-0001).
This effort was awarded on a sole source basis, pursuant to Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 6.103-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements (10 USC 3204(a)(1)). Market research conducted by the Government included the posting of a Sources Sought Request for Information (RFI) on 19 February 2025 (FA8807-PTESJHS-RFI-001) and a comprehensive analysis of the responses received. Analysis of the market research indicated that award of the PTES JH Spares effort to The Boeing Co., (CAGE 9E831) is justified in accordance with 10 USC § 3204(a)(1), as implemented by RFO 6.103-1 because it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. A notice of intent to sole source this requirement to The Boeing Co. was posted to SAM.gov on 1 April 2026 (FA8807-PTESJHS-NOI-001). This announcement provides for Notice of Contract Award and release of the redacted Justification and Approval (J&A) document.
Awarded contract FA880819C0001PZ0162 to THE BOEING COMPANY for 22000000.00 on 2026-09-30.
