About this opportunity

The National Institute on Drug Abuse (NIDA), part of the National Institutes of Health under the Department of Health and Human Services, is conducting a Sources Sought Notice to identify qualified vendors capable of providing a flash chromatography system with integrated ELSD for real-time analysis of compounds designed and synthesized for substance use disorder research and treatment. This pre-solicitation notice seeks Capability Statements from business organizations under NAICS code 811210 (Analytical Laboratory Instrument Manufacturing) to determine the availability and capability of qualified sources, including various small business categories such as HUBZone, Service-Disabled Veteran-Owned, 8(a), Veteran-Owned, Woman-Owned, and Small Disadvantaged businesses. The purpose of this notice is to inform the government's acquisition strategy and determine the appropriate procurement method, including whether a set-aside is feasible. Interested vendors must submit their Capability Statements by January 5, 2026, with the notice having been posted on December 22, 2025. The established size standard for NAICS code 811210 is $30,000,000 in revenue or less.

This notice carries no set-aside designation, meaning it will be open to all eligible businesses regardless of small business status, though the government is actively seeking information about small business availability to potentially modify the acquisition strategy. The pre-solicitation notice does not indicate any incumbent contractors, potential award values, or specific budget ranges at this stage, as the primary objective is market research rather than formal solicitation. No specific timeline for contract performance, quantities of goods, or service duration parameters are provided in this Sources Sought Notice. This is explicitly not a solicitation for proposals, proposal abstracts, or quotations, but rather an information-gathering mechanism to assess vendor capability and market conditions before the government initiates formal procurement procedures. Organizations responding should focus on demonstrating their technical capability and relevant experience with flash chromatography systems and ELSD technology for analytical laboratory applications.
