About this opportunity
The United States Marine Corps Recruiting Command (MCRC) is soliciting proposals for Prospect Messaging Licenses, a commercial off-the-shelf SMS text messaging platform that will enable recruiters across six Marine Corps Districts to engage prospective applicants and poolees through short message service communications. The platform must support up to 40,000 SMS text messages per month per license and comply with all applicable Department of Defense security standards, including FedRAMP Information Impact Level 4 certification, DoD Risk Management Framework requirements, and NIST security standards. Key technical requirements include natural language processing artificial intelligence capabilities, drip campaign functionality, a single management user interface with administrator-level dashboard, real-time monitoring and reporting, generic phone number origination with call-forwarding capability, and compatibility with MCRC's June 2020 End User Device baseline. Evaluation will be conducted on a Lowest Price Technically Acceptable (LPTA) basis, with award expected to a single contractor. The original offer due date of April 8, 2026, was extended to April 24, 2026, at 4:00 PM local time via Amendment 0001, and a second amendment issued on April 13, 2026, further clarified solicitation requirements and technical specifications.
This is a Total Small Business set-aside acquisition designated for women-owned small businesses (WOSB) under NAICS code 517810 (All Other Telecommunications) with a size standard of $40 million. The Marine Corps intends to award a firm-fixed price Indefinitely Delivery, Indefinite Quantity (IDIQ) contract with one base year and three option years, allowing the government to purchase up to 350 software licenses annually for a total potential of 1,400 licenses over the four-year contract period. Each license will have a one-year license period from the Delivery Order issuance date, with the base year commencing September 22, 2026, and extending through September 21, 2030. Performance will take place at MCRC Headquarters in Quantico, Virginia (DoDAAC M95492), with delivery on an FOB Destination basis. The contractor must deliver operational user accounts and licenses within 10 days of award, maintain all message records for three years, comply with all Privacy Act and personally identifiable information safeguarding requirements, and notify the government of any cyber incidents within 72 hours.
