About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) National Weather Service is soliciting quotes for Propylene Glycol under RFQ 1305M225R0045 to support winter maintenance operations for weather monitoring equipment. The procurement seeks technical-grade Propylene Glycol packaged in 32-ounce high-density polyethylene containers for use in approximately 334 Automated Surface Observing System (ASOS) All Weather Precipitation Accumulation Gauges and 1,800 Cooperative Observer Program (COOP) Fischer-Porter Recording gauges. The government intends to award a single firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year ordering period, with ordering frequency estimated at one to two times per ordering period as needs and funding become available. Evaluation will follow a lowest price technically acceptable (LPTA) approach, considering both technical capability and price factors. Questions regarding the solicitation must be submitted by 1500 hours EST on July 11, 2025, to Chelsea Vera and Jennifer Roesner via email, with quotes due by 1500 hours EST on July 18, 2025.

This procurement opportunity is set aside 100% for small businesses under NAICS code 325998 (All Other Miscellaneous Chemical Product and Preparation Manufacturing) with a size standard of 650 employees. No current incumbents or contractors are identified in the solicitation documents. The estimated quantities project 5,250 quarts in the base year, increasing to 6,500 quarts in Option Year 2, then returning to 5,250 quarts for subsequent years, though these estimates are not binding obligations and actual orders may vary significantly. The contract structure includes a minimum order requirement of $2,500 per the provisions and clauses attachment, with the five-year ordering period expected to commence around September 8, 2025. Performance will be managed through the NOAA Eastern Acquisition Division with La'Quitta Joseph serving as the Contracting Officer's Representative, and the place of performance is designated as Grandview, Missouri 64030.
