Notice text
The Naval Air Systems Command intends to award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract to Rolls Royce Corporation, 450 S Meridian St, Indianapolis, IN 46225-1103. This contract will include a base year and one (1) option year containing option CLINs for the Performance Based Logistics (PBL) effort required to provide propulsion systems Integrated Logistics Support (ILS) Mission CareTM for the United States Marine Corps (USMC) KC-130J aircraft, which includes the AE2100D3 turboprop engine and the R391 propeller system. The supplies and/or services to be procured under this contract are commercial depot level support (Mission CareTM); technical publications; program management; engine and propeller management; configuration management; field service support; technical data management; engine/Weapons Replaceable Assembly (WRA)/component repair; supply support; and WRA/component packaging. The USMC performs the preponderance of R391 propeller, spinner, and brush block assemblies maintenance organically in accordance with Component Maintenance Manuals 61-10-43 (Propeller Assembly), 61-10-44 (Spinner), and 30-60-03 (Brush Block Bracket Unit).
This action will be awarded on a sole source basis to Rolls Royce Corporation, in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements for this contract because it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements.
The Government intends to conduct a full and open competition for this ongoing requirement with a planned industry day in March 2015 and an anticipated follow-on contract award in June 2016. The 2-year sole source contract identified in this synopsis is needed to ensure continuity of services until the competitive contract can be awarded. If the follow-on competitive contract is awarded prior to completion of the base year, option year 1 shall not be exercised. If it is necessary to exercise option year 1, then option CLINs shall be exercised (as needed) until the competitive contract is in place. Interested vendors are advised to monitor the FedBizOpps website for future announcements regarding industry day for the follow-on competition.
The applicable North American Industry Classification System (NAICS) Code is 336412 and the small business size standard is 1,000 employees. Questions concerning subcontracting should be directed to Rolls Royce Corporation at the following address: Rolls Royce Corporation, 450 S Meridian St, Indianapolis, IN 46225-1103.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
Unless otherwise stated herein, no additional written information is available. Request for the same will be disregarded.
