About this opportunity

The U.S. Army Corps of Engineers has issued a Special Notice regarding their intent to procure ProjNET bidder software and related maintenance services on a sole source basis from the National Institute for Building Sciences. This software enables the agency's Contracting, Engineering, and Programs and Project Management Divisions to exchange documents in real-time with both internal and external stakeholders. The procurement is being conducted under FAR 6.302-1 authority, which allows for sole source acquisitions under specific circumstances. The notice is categorized under Administrative Management and General Management Consulting Services (NAICS 541611) and IT Business Application Software (PSC 7A21). The Army Corps of Engineers has indicated this is not a competitive solicitation but rather a market research initiative.

The primary purpose of this Special Notice is to conduct market research to determine if other qualified sources exist that can provide equivalent software and maintenance services to ProjNET. Potential contractors have 15 days from the June 9, 2025 posting date to submit responses, though the original due date listed appears to contain an error showing May 24, 2025. The government explicitly states it will not pay for any information received from potential sources responding to this notice. Any contractor believing they can provide equivalent capabilities to the specified brand name software may submit information for government consideration. The final determination regarding whether to proceed with sole source procurement or consider alternative manufacturers remains entirely at the government's discretion, and responses will be evaluated solely to assess the availability of alternate system manufacturers.
