About this opportunity
The Army Contracting Command - New Jersey, on behalf of the U.S. Army Office of the Project Manager Combat Ammunition Systems, is conducting a market survey to identify domestic production sources for the 155mm HE Advanced Submunitions (XM1208) projectile. This artillery projectile is designed to engage dispersed enemy personnel and light materiel targets within an area, and will replace current Dual-Purpose Improved Conventional Munition (DPICM) stockpiles while maintaining compliance with Department of Defense cluster munition policy. The procurement falls under NAICS code 332993 (Ammunition Manufacturing) and PSC code 1320 (Ammunition, Over 125mm). The XM1208 projectile must be compatible with M109A6/7 and M777A2 howitzers and incorporate major subcomponents including the projectile body, fuze housing, thermal battery, and tungsten cubes, all manufactured according to a contractor-owned Technical Data Package. Interested parties must submit responses to this market survey by December 22, 2025, with responses required even from those requesting additional technical information.
No set-aside designations have been applied to this procurement opportunity. The notice does not identify any current contractors or incumbents, as this represents a market survey to establish new Continental United States production capability rather than a continuation of existing work. Specific award values and production quantities are not disclosed in this pre-solicitation notice. The technical data package will remain contractor-proprietary and is not available for public release; however, a point of contact can be provided to qualified interested parties who require additional technical details to evaluate their production capabilities. The December 22, 2025 response deadline provides potential bidders approximately six weeks to assess their ability to manufacture this specialized munitions system and submit their capabilities to the government.

PROJECTILE, 155 MILLIMETER: HE, ADVANCED SUBMUNITIONS, XM1208
The Army Contracting Command - New Jersey, on behalf of the United States (U.S.) Army Office of the Project Manager Combat Ammunition Systems is conducting a market survey to identify potential sources within the United States for production of a 155mm, anti-personnel/anti-materiel Artillery Projectile (known as the PROJECTILE, 155 MILLIMETER: HE, ADVANCED SUBMUNITIONS, XM1208 (herein referred to as XM1208 projectile)). The XM1208 projectile will provide U.S. ground forces with a capability to effectively engage imprecisely located enemies within an area, emphasizing personnel and light materiel missions. This market survey will support the U.S. Army’s initiative to replace Dual-Purpose, Improved Conventional Munition (DPICM) stockpiles with a Department of Defense cluster munition policy compliant capability which will broaden the target set, enhance lethality, and extend the reach of the current cannon platforms beyond the current DPICM capability. The purpose of this inquiry is to develop a plan to establish Continental United States production capability for the XM1208 projectile.
The XM1208 projectile is a 155mm 39-caliber compatible area effects cargo carrying projectile containing submunitions, fired from a M109A6/7 or M777A2 howitzer. The submunitions are expelled at a predetermined time in flight using the current M762/A1 Electronic Time fuze. Major subcomponents for the XM1208 projectile include projectile body, projectile base, metal cup, adapters, piston plate, sliders, housing, thermal battery and tungsten cubes. The XM1208 projectile shall be manufactured to a Contractor owned Technical Data Package (TDP), therefore the TDP is not available for release. If additional technical data is required a point of contact can be provided upon request. Response to this market survey will still be required for interested parties who request additional technical information.
