Update #5 ·

26 Dec 2018: This synopsis is posted in accordance with FAR Subpart 5.2. The Government intends to publish a solicitation on or around 11 January 2019 for Project Management Support. The solicitation is anticipated to be posted as Full and Open. This is the second solicitation for this effort. The first solicitation was issued as Small Business Set-Aside and the Government did not receive offers from two or more responsible small business concerns that are competitive in terms of market prices, quality, and delivery.

Under this effort the contractor will provide project management support preparing and administering business proposals and cases to the United States Forest Service Information Resources Direction Board. The contractor will support the program management office by assisting in acquisition development and approvals process. Because of the contractor's role in the Government's acquisition process, the contractor will be restricted from competing/obtaining contract awards from this office for anything other than program/project management support (see PWS Section 10). The anticipated period of performance for this effort is six (6) months with an option to extend services for up to six (6) months.

01 Feb 2019: Note: This solicitation was delayed due to the lapse in appropriations. Attached is a solicitation issued as Full and Open for Project Management Support. The contractor will provide project management support preparing and administering business proposals and cases to the United States Forest Service Information Resources Direction Board. The Government estimates one (1) Full Time Equivalent is necessary to fulfill this requirement.
07 Feb 2019: The following questions were asked about this effort. Answers are provided below:
Q: Who is the incumbent for this effort?
A: There is not an incumbent.
Q: Per Section L 2.1 Sub-factor A-Technical Approach, is there a page limit and format instructions you would like Offerors to follow?
A: No

Q: Per Section L 2.2 Sub-factor B Key Personnel, is there a resume template we should follow?
A: No

Q: Per Section L 4.1 Labor Rate & Section/Schedule B - Do Offerors provide a fully burdened labor rate only? Do we complete the Section/Schedule B for QTY 1 (Hr)?
A: A fully burdened labor rate is fine. The Government will develop a Total Evaluated Price using this rate x 1 Full Time Equivilent (to include option periods).

Q: Clarification is requested on the contractor role in on-going project activities: What information/types of information will be gathered? Do we coordinate with the current PM(s)?
A: Variable, from description of the body of work, risk management content, costs, lifecycle information, or a variety of other artifacts that comprise the proposals/business cases. You will be coordinating with the current PM. Each investment has a federal POC on site.

Q: Per PWS Section 2.1 IRDB, what types for training is provided? How many new proposals does GTAC intend to develop? What is the timeframe?
A: Variable. Training is typically once a year and is directed by those that help manage the IRDB process for the Agency. It is usually live, and comprised of briefings, templates, and so forth in preparation for the upcoming cycle. For FY20, GTAC will likely develop one (1) proposal. The proposal quantity for FY21 is unknown. There is an annual schedule for IRDB but it varies from year to year. Initial submittals for FY20 will highly likely be due prior to a contractor coming on board.

Q: Given the anticipated period of performance, how many AAR's does GTAC intend to process?
A: This will likely change from year to year depending on varying policies and strategies. For FY19, there are two (2) AARs encompassing all the investments.
Q: Per PWS Section 3.0 Reporting, is there a template for this monthly report or does the Contractor develop one?
A: GTAC does not have a template but have access to various status reports from many vendors.

Q: PWS Section 3.3 has a deliverable date of 12 Apr 2019. Is this date negotiable based on the contract award date?
A: Not at this time. The Government's FY19 acquisition cycle is tied to this process so delays in milestone delivery could result in the Government's inability to execute FY19 workload.
