About this opportunity

The Defense Information Systems Agency intends to solicit a sole-source contract with Space Exploration Technologies Corp. for proliferated Low-Earth Orbit (pLEO) broadband telecommunications systems supporting defense and civil government operations, with capability statements due by September 23, 2026.

The Government seeks high-throughput, low-latency satellite transport services across five operational domains: stationary, portable, land-mobile, maritime, and specialized aviation. The procurement encompasses commercial-grade and high-assurance defense-grade satellite connectivity, user terminals, specialized accessories, sovereign ground gateways, committed information rates (50 Mbps downlink and 10 Mbps uplink with 99-millisecond latency), and tactical security overlays with 15-minute geo-fence override capability. All user terminals must arrive pre-configured as single-box plug-and-play units. Standard performance terminals must survive extreme environments (wind speeds exceeding 270 kph, temperatures -40°C to +60°C). Portable terminals must support rapid deployment by non-technical personnel. Aviation terminals must operate in Ku-band, weigh under 60 pounds, and feature aviation-rated fuselage-mounted design.

The Government asserts SpaceX is the sole known source meeting combined minimum requirements: operational constellation maturity with thousands of active satellites; integrated defense-grade (StarShield) network architecture on the same physical constellation; space-to-space optical inter-satellite links for U.S. data sovereignty; aviation-rated terminals; and tactical security capabilities. Performance requirements include hardware delivery within 15 calendar days, service activation within 24 hours, and 24/7/365 Tier-0/1 support with critical outage resolution within 120 minutes. Verified U.S. citizen personnel and DFARS supply chain risk management compliance are mandatory. The anticipated contract structure includes a one-year base period and nine one-year option periods. NAICS code 517410 applies.
