The U.S. Department of Energys (DOEs) National Energy TechnologyLaboratory
(NETL), is issuing this DRAFT RFP for comment. Comments may be submitted
through the "Submit Question" button on the opportunity form. Comments will
be
received through April 3, 2009. NO PROPOSALS SHALL BE SUBMITTED AT THIS
TIME.
This document is in draft form and changes may be made prior to submission
of
the final solicitation.
The U.S. Department of Energy (DOE), National Energy Technology Laboratory
(NETL), intends to issue competitive solicitation DE-SO26-08000662 as a
total
small business set-aside for Project Execution and Integration Support
Services. The resulting contract would obtain technical and administrative
services to support the efforts of federal staff to administer, execute,
implement, monitor, manage and evaluate internal and external DOE projects
and
provide general assistance for other project related activities. The period
of
performance is for a three-year base period and one, two-year option period
for
a total sixty-month performance period. The North American Industrial
Classification System (NAICS) code for this effort is 541330 with a size
standard of $27.0 million.
Anticipated work assignments for this service contract would support
activities
primarily at the Morgantown, West Virginia, and Pittsburgh, Pennsylvania,
sites, requiring on-site presence at both sites and potential travel to all
other NETL locations. The work requires a mix of technical expertise in
scientific and engineering disciplines appropriate for the range of
projects
for each of NETLs project areas, project management expertise to enhance
the
success of project-related activities, and expertise to effectively manage
project-specific information/data.
The selected Contractor will be required to provide technical and
administrative support services for project execution, implementation and
management as well as provide general assistance for other project related
activities, such as project related acquisition planning, validation
assessments and studies, development of information and materials to be
used
for project related outreach, and training. Please note that the project
manager responsibilities for the individual projects will remain as a
federal
function and not with the selected contractor. The selected Contractor
shall
manage their workforce and the overall execution of work to ensure
appropriate
staffing of individual tasks, integration of work products, communications
among tasks, and coordination within the DOE program organizational
structure.
The technical and administrative project support services will be
performance-based. The contract will include measurable performance
standards
that will assure the timely performance of services and the delivery of
reports. Contract performance will be encouraged by incentives (e.g., award
fee) and measured according to a performance evaluation plan.
NETL has initiated an electronic reading room as part of the strategy to
provide information that may benefit potential offerors in preparing their
proposals. The information is provided to assist the reader in gaining an
enhanced understanding of the requirement. The reading rooms may be
accessed at

including
applicable policies, procedures, and documents outlining the operating
environment. A FOIA release version of the current NETL support contracts

Solicitation DE-SO26-08000662 will be available for downloading sometime in
late April, 2009, on the DOE Interactive Industry Procurement System (IIPS)

The U.S. Department of Energy (DOE), National Energy TechnologyLaboratory
(NETL), is conducting a Market Survey to identify small businesses, small
disadvantaged businesses and 8(a) certified businesses capable of providing
on-site Project Execution and Integration Support for NETL.
THIS IS A SOURCES SOUGHT SYNOPSIS for information and planning purposes and
is not to be construed as a commitment by the Government. This is not a
solicitation announcement for proposals and NO CONTRACT will be awarded
from this announcement. No reimbursement will be made for any costs
associated
with providing information in response to this announcement or any
follow-up
information requests. The information gathered from this sources sought
notice
will be utilized in the Government's determination on contract and business
type utilized in the solicitation.
The magnitude of this effort is expected to be $18,000,000 or more per
year.
The North American Industrial Classification System (NAICS) code for this
effort is 54330 with a size standard of $4.5 million. The NAICS is
provided
for use by businesses in determining their appropriate business size in
response to this sources sought notice. For further information on

The National Energy Technology Laboratory is owned and operated by the U.S.
Department of Energy (DOE). As the only DOE national laboratory dedicated
specifically to fossil energy research, NETLs efforts are focused on
resolving
the environmental, supply, and reliability constraints of producing and
using
Americas fossil fuel resources. NETL is a single organization supported
by
facilities in Albany, OR; Fairbanks, AK; Morgantown, WV; Pittsburgh, PA;
and
Tulsa, OK. The laboratorys activities are primarily funded through DOEs
Office of Fossil Energy, but NETL also conducts work for other DOE offices
and
federal agencies. Significant work is sponsored by the DOE Office of Energy
Efficiency and Renewable Energy (EERE) and the Office of Electricity
Delivery
and Energy Reliability (OE).
To accomplish the laboratorys mission, NETL draws on 1,200 federal and
support-contractor employees to implement and manage a broad spectrum of
research programs; approximately half are Federal employees and half are
site
support contractors. NETL conducts more than 1,800 onsite and contracted
activities in the United States and in more than 40 foreign countries.

Anticipated work assignments for this service contract would support

focus on
the execution of projects and integration with program initiatives. Program
initiatives are national in scope and emphasize partnerships with private
industry, academia, state governments, and other governmental stakeholders
to
create commercially-viable technological solutions to national energy and
environmental problems. This emphasis on partnering with external
organizations requires that NETL maintain a dedicated, trained staff to
technically and administratively solicit, award, monitor contracts and
financial assistance agreements. As a result, NETL is effectively
organized to
provide technical management services to FE, EERE, OE and other federal
agencies.
The work requires the application of a mix of technical expertise in
scientific
and engineering disciplines appropriate for the range of projects for each
program area, project management expertise to enhance the success of
project-related activities, and expertise to effectively manage

Work performed under the subsequent acquisition is to support project
execution
and integration functions of NETL project management divisions and
functional
teams responsible for the oversight of project activities conducted by
organizations external to NETL. Anticipated work is in support of: 1.
Procurement planning and execution, 2. Project control, oversight, and
assistance, 3. Validation assessments and studies, including consideration
of
technical, cost/schedule, risk and environmental factors, 4. Project and
program peer reviews, 5. Project-specific information management,
dissemination
and interface with program outreach functions, and 6. Project/program
management training and process improvement functions.
With specific emphasis placed on the six functional areas delineated above,
interested small business concerns should provide a concise description of
the
following information:
1. Demonstrated past experiences in support of organizations responsible
for
the planning, execution and management of research, development,
demonstration,
and deployment projects that are characteristic of the DOE FE, EERE and OE
programs.
2. Organizations current project management practices and knowledge base
as
may be applied to projects and activities that are characteristic of the
DOE
FE, EERE and OE programs
3. Describe the basis for your organization's ability to assume the
financial
responsibilities associated with receiving a contract of this projected
dollar
amount. Specifically discuss the assurance that resources are available to
meet payroll, subcontracting, and material obligations at this magnitude.
As
indicated by the NAICS code and the projected magnitude listed above, a
small
business awarded this contract would likely graduate from the small
business
program and as such NETL desires to ensure that this transition is
successful.
Please do not provide financial statements as part of your response; it
should
be limited to a discussion of the rationale.
4. Current or planned technical, management, project, and administrative
resources including summary of credentials of current key personnel (with
all
applicable certifications, licenses, degrees and relevant publications
titles)
to effectively meet diverse customer needs for a broad range of research,
development, demonstration, and deployment projects.
5. If subcontracting is anticipated, demonstrated experience in
successfully
managing subcontracts and a detailed description of how the Contractor
guarantees the performance and participation of the potential
subcontractor,
including the documentation for proposed subcontractors.
6. Include your business size as it relates to the above stated NAICS code
and size standard information listed (specify the small business
classification: small business, small disadvantaged business, woman owned,
veteran owned, disabled veteran owned, 8(a) or HUB Zone) (Note: if a
teaming
arrangement is proposed your business size should be considered large
unless
you have obtained written SBA approval for your team to be considered in
another size category).
It is recommended that submittals be limited to less than fifteen pages.
