About this opportunity

The Defense Logistics Agency Land and Maritime is conducting market research for a potential Indefinite Quantity Contract (IQC) involving the procurement of five distinct military components: solenoid valves, disk valves, safety relief valves, and flow switches, each identified by specific National Stock Numbers and part numbers. This pre-solicitation notice seeks to gather market intelligence from potential suppliers to inform the development of a competitive solicitation. The procurement is classified under NAICS 335314 (Relay and Industrial Control Manufacturing) and PSC 5930 (Switches). Key contract requirements include AMSC C classification, which mandates that any alternate sources must qualify through approved government engineering activity procedures, as existing manufacturers retain critical design and manufacturing knowledge essential to maintaining part quality. The government is specifically requesting cost or pricing data, commercial sales history, technical documentation, and detailed vendor information including manufacturing capabilities, business classification, and interest in a long-term contract structure. Responses to the market research questionnaire are due by October 29, 2025, which represents a five-business-day response window from the October 22, 2025 posting date.

No set-aside designations apply to this procurement. The identified approved sources across the five CLINs include Ontic Engineering & Manufacturing, Honeywell International, Service & Sales Inc, Servotronics Inc, and Woodward HRT Inc, each with approved part numbers for their respective items. The proposed contract structure includes a three-year base period with single option years, though specific award values or budget ranges are not disclosed in the pre-solicitation notice. The questionnaire responses will be utilized to develop a final competitive solicitation that identifies qualified suppliers and establishes reasonable pricing for these specialized military components. This market research phase represents the initial stage in the government's effort to establish a long-term, competitive acquisition strategy for these critical valve and switch components. Additional technical specifications and qualification requirements will be detailed in subsequent solicitation documents.
