About this opportunity
NASA's Ames Research Center intends to extend the Project and Engineering Support Services II (PESS II) contract with Millennium Engineering and Integration Services (MEIS) on a sole source basis. The extension will support mission-critical work across multiple technical domains including Artemis, Lunar Exploration, Space Science, Planetary Research, Astrobiology, Space Biosciences, Air Traffic Management, Advanced Air Mobility, and Space Technology. The pre-solicitation notice invites interested organizations to submit their capabilities and qualifications electronically to noor.khazendar@nasa.gov by 5:00 PM PDT on April 15, 2025. Responses will be evaluated solely to determine whether the acquisition should be conducted on a competitive basis, with the government retaining full discretion in this decision. NASA emphasizes that this notice is not a request for competitive proposals and does not constitute a formal solicitation.
The contract extension will cover a two-year period from April 1, 2026, through March 31, 2028, consisting of a 12-month base period and a 12-month option period. There is no specific set-aside designation for this opportunity, and it falls under the NAICS category 541715 for Research and Development in Physical, Engineering, and Life Sciences. The contract will provide comprehensive engineering and project support services, including project management, systems engineering, design and development across mechanical, electrical, chemical, and biomedical domains. Work will primarily be performed on-site at Ames Research Center, with potential offsite work at other NASA centers, government agencies, and commercial facilities. The solicitation is being processed under 10 U.S.C 2304(c)(1) and FAR 6.302-1, which allows for sole source procurement when only one responsible source can satisfy agency requirements.
