About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is seeking Architect-Engineering (A-E) services for Project #619-112, which involves a fire department addition and renovation at the Central Alabama Veterans Health Care System in Tuskegee, AL. The contract will require professional services to develop complete construction documents, including working drawings, specifications, and reports, as well as construction period services for a 5,100 square foot addition and 7,116 square foot renovation to the existing fire department. Firms will be evaluated based on professional qualifications, specialized experience, technical competence, capacity, past performance, and knowledge of the local area, with geographic location serving as a secondary selection criterion. The solicitation requires submission of SF 330 qualification packages by November 4, 2024, with firms expected to comply with the Selection of Architects and Engineers statute and Federal Acquisition Regulation (FAR) subpart 36.6. The anticipated design period is 325 days, with the contract to be procured in accordance with VA Acquisition Regulation (VAAR) and VA Acquisition Manual (VAAM) guidelines.
The contract is specifically set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms within the Engineering Services (NAICS 541330) category. The project has an estimated construction magnitude between $10 million and $20 million, with an anticipated award date of March 2025 and a 340-calendar-day period of performance for design completion. The contract will be a firm-fixed price design contract, with a strict provision that the designing firm cannot be awarded the construction contract without specific agency head approval. The project aims to address facility deficiencies identified in prior condition assessments and requires the selected A-E firm to develop a phased construction plan that minimizes impact on medical center operations. Key deliverables include 100% construction documents, a 10% budget reserve in bid deducts, and comprehensive construction period services such as submittal reviews, commissioning, and record drawings.
