The project involves constructing a new two-story, 124,730 square foot 21st Century Unit School designed to serve 448 students and 61 staff members. Key contract requirements include demolition of approximately 123,000 square feet of existing facilities, hazardous material mitigation, and construction of a comprehensive educational facility with instructional spaces, special education areas, commons areas, gymnasium, science labs, administrative suites, and support facilities. The NAICS code for this project is 236220 (Commercial and Institutional Building Construction) with a small business size standard of $45 million. Responses to the Request for Information are due by March 14, 2025, at 5:00 PM EDT, submitted via an online survey form, with the government using these responses to determine potential small business set-aside opportunities.

The procurement may be set aside for small businesses based on the market research responses, with no specific incumbent or current contractor mentioned in the documentation. The estimated project value ranges between $100-250 million, with a performance period of 1,460 calendar days after the Notice to Proceed. The project scope includes specialized construction features to address high wind, high humidity, and seismic conditions in Puerto Rico, with site work encompassing utilities relocation, emergency power systems, water and sewer infrastructure, and parking for 124 vehicles and 11 buses. Two access control points will be established, and the facility will incorporate Anti-Terrorism/Force Protection features. The government emphasizes that this Request for Information is for market research purposes only and does not constitute a formal solicitation, with no funds available for response preparation and no guarantee of contract award.
