The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ, intends to negotiate on a non-competitive basis with Technology and Management International, LLC (TAMI), 1433 Hooper Avenue, Suite 330, Toms River, NJ 08753, for Program Management Support Services to the Program Management Department Support Equipment (SE) Division, NAWCAD Lakehurst, NJ. The Government intends to procure the above service under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, to ensure there will not be a break in the services required, while a competitive SeaPort-e Task Order is being put in place. The period of performance on this procurement will be six months from the date of award.
TAMI is currently supplying the support services for this requirement. It is in the Government's best interest to extend the Period of Performance for the continuation of services. This will ensure there will not be a break in the services required, which would be detrimental to the SE Division. Furthermore, there is a financial impact to disrupting the SE Division Operations because a restart after a stoppage will lead to duplication of costs that will not be recovered. This procurement is being processed solely for the purpose of ensuring continuity of services to avoid interruption of program support. There is a competitive SeaPort-e package in process for the Program Management SE requirements. This sole source action is a temporary bridge for the continuation of services until the SeaPort-e Task Order is in place. A determination by the Government not to open this requirement to competitive based upon the response to this notice is solely within the discretion of the Government.
