About this opportunity
The FDA Office of Acquisition and Grant Services intends to solicit a sole-source, firm-fixed-price order from QuoData GmbH for proficiency testing software licensing and specialized consulting services, with a response deadline of August 4, 2026.
The procurement is structured as a 1-year base period plus four 1-year option periods. QuoData GmbH, located in Dresden, Germany, is the sole provider of the proprietary ProLab Plus software platform currently supporting the FDA's Human Foods Program proficiency testing and statistical analysis activities. The FDA's market research determined that competition is inappropriate because the required capabilities—advanced statistical methods aligned with ISO standards and specialized implementation expertise—extend beyond standard software support and are available only from the software developer.
The Human Foods Program uses ProLab Plus to analyze proficiency testing and inter-laboratory study data for evaluating laboratory performance and supporting accreditation efforts. The program has expanded and requires implementation of advanced statistical methods not included in standard technical support. The work falls under NAICS code 541611 (Administrative Management and General Management Consulting Services) and PSC code R425 (Support—Professional: Engineering/Technical).
This is not a competitive procurement. No set-aside applies.
