About this opportunity

The Department of Energy Headquarters is seeking a Blanket Purchase Agreement for Professional Technical Support focused on supporting Project Management reviews and the Project Management Information System. This solicitation targets engineering services professionals who can provide comprehensive technical support to the DOE's project management operations. The contract opportunity is structured with a one-year base period and four potential one-year option periods, allowing for potential long-term engagement. Qualified vendors must be classified under NAICS code 541330 for Engineering Services and demonstrate expertise in professional support activities. The solicitation was posted on October 29, 2024, with proposals due by December 2, 2024, giving potential contractors approximately five weeks to prepare and submit their responses.

The contract is designated as a Total Small Business set-aside, which means only small businesses can compete for this opportunity. The procurement will be executed under the Professional Support (R499) Product Service Code, specifically targeting technical support professionals. While specific award values are not detailed in the solicitation, the one-year base period with four optional extensions suggests potential multi-year engagement. The work will be performed at the Department of Energy Headquarters, with the primary focus on supporting project management review processes and maintaining the Project Management Information System. Interested small businesses with expertise in engineering services and technical support are encouraged to carefully review the full solicitation requirements and prepare comprehensive proposals that demonstrate their capability to meet the DOE's specific project management support needs.

Update #7 · Latest ·

The purpose of Amendment 0006 is to extend the quote submission deadline date to December 2, 2024, by Noon ET. All quotes must be emailed directly to steven.sylvester@hq.doe.gov and julia.lobue@hq.doe.gov

If a vendor previously submitted a quote, please resubmit your quote as directed above, regardless of receipt confirmation of any previous submissions.

Update #6 ·

This amendment is to provide clarification to Question #25.

Clarification - The Government’s response to question #25 in the Q&A Response indicates that offerors will not be allowed to utilize their full GSA MAS Ordering Catalog for any personnel in response to individual Task Order RFQs under a DOE-PM BPA. Accordingly, rates are frozen to the RFQ Attachment 6 Position Descriptions per Attachment 4, Pricing Quote Matrix. If true, this will limit successful offerors in responding to individual task orders due to the limited number of Labor Categories identified in RFQ Attachment 6, Position Descriptions, and the corresponding rates utilized to prepare Attachment 4, Pricing Quote Matrix. This will limit the DOE’s ability to receive agile and customized programmatic support. For example, expertise from project controls or cost/schedule engineers with less than 15 years experience will not be available to DOE-PM. Does the Government intend to utilize an offeror’s full MAS Ordering Catalog offering for post award task orders capturing all personnel GSA rates regardless of rates shown in Attachment 4, or only the limited number of Labor Categories & Rates that it receives with BPA proposals in response to the RFQ, Attachment 4? In other words, when bidding a RFQ post award, can we simply use our GSA MAS labor categories and rates for the individuals being proposed rather than the Attachment 4 rates and Attachment 6 position descriptions?
