Added: Oct 29, 2015 1:22 pm The award is for the relevant professional services functions necessary to accomplish the mission of the United States Army Rapid Equipping Force (REF), including services in support of administration, security, operations, requirements and mission analysis, logistics, acquisition, and technical research and analysis. Services will be performed both outside the continental United States (OCONUS) and within the continental United States (CONUS) and include facilities in Afghanistan and at any other future training/war/conflict location identified by the Army. This is a multiple award contract. The period of performance is 1 January 2016 - 31 December 2020.

Added: Nov 07, 2014 2:28 pm The U.S. Army Rapid Equipping Force has a requirement for non-personal services contract. This requirement is for professional services in support of administration, security, operations, requirements and mission analysis, logistics, acquisition, and technical research and analysis with duties both outside the continental United States (OCONUS) and within the continental United States (CONUS), to include facilities in Afghanistan and at any other future training/war/conflict location identified by the Army. This requirement will be competed under a Service Disabled Veteran Owned Small Business (SDVOSB) Set-Aside and is estimated at $49.87 million.

The Government anticipates awarding two Indefinite Delivery, Indefinite Quantity (IDIQ) contracts on a lowest priced, technically acceptable basis. Each contract will have a five (5) year ordering period. Task orders will be issued on a Cost Plus Fixed Fee (CPFF) or Firm Fixed Price (FFP) basis. Task orders will not be competed. The lowest priced, technically acceptable offeror on the basic contract award will be considered the primary vendor and be considered first for task order awards

The official Request for Proposal (RFP) will be posted on or around 24 November 2014 on the Army Single Face to Industry (ASFI) website located at the following address: https//:acquisition.army.mil. The online version of the RFP will be posted as W91CRB-15-R-0010 and will include all documents of the solicitation package. No hard copy of this RFP will be issued. Amendments, if any, will be posted at the same location as the solicitation. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents. Draft copies of this requirement have been posted on the ASFI website under RFP number W91CRB14R0034.
