Update #1 ·
The National Institute of Allergy and Infectious Diseases (NIAID), Division of Intramural Research (DIR) and the Vaccine Research Center (VRC) has a requirement for a contractor to provide qualified and experienced personnel to support a full-range of activities, including new and in-progress research projects, program deployment and implementation, ongoing management and operations of scientific projects, and other activities necessary to conduct the business of the NIAID. Functional areas include, but are not limited to: 1) scientific research and analysis support; 2) bioinformatics and computational biology; 3) scientific and technical writing; 4) scientific and medical domain expertise; 5) scientific and research data management; 6) laboratory management and support; 7) scientific project management; 8) information systems support; and 9) clinical support services. A specific personnel category list will be provided in any resultant RFP.
It is anticipated that any resultant contract will be awarded as an Indefinite Delivery, Indefinite Quantity contract with cost-plus-fixed-fee task orders. It is the intent of the government to award one contract for a one-year period of performance beginning on or about March 15, 2010; with the option to extend services for four additional years.
This requirement is set-aside for small businesses. Any responsible small business may submit a proposal which will be considered by the agency. The RFP will be available electronically on or about November 12, 2009 and may be accessed through FedBizOpps at http://www.fbo.gov. This notice does not commit the government to award a contract. All questions must be directed in writing to Michele Pearlman at pearlmanm@niaid.nih.gov. No collect calls will be accepted. No facsimile transmission will be accepted.
