About this opportunity

The United States Department of Agriculture (USDA) Farm Production and Conservation Business Center is soliciting professional qualification statements from licensed land surveyors for legal boundary surveys throughout Wisconsin. This is a request for qualifications (RFQ) for architect and engineering (A-E) services specifically focused on surveying easements under various conservation programs, including Wetland Reserve Easements, Emergency Watershed Protection Program-Floodplain Easements, Health Forest Reserve Program, and Regional Conservation Partnership Program easements. The evaluation criteria will focus on professional qualifications, knowledge of the local area, specialized experience, capacity to perform work, and past performance. Firms must submit their qualification statements using Standard Form 330 (SF-330) by December 30, 2024, at 1:00 PM ET, with electronic submissions required. The procurement will follow Federal Acquisition Regulation (FAR) Subpart 36.6 for selection of architects and engineers, and firms that previously submitted qualifications under a prior solicitation may automatically be considered.

This solicitation is a 100% small business set-aside under NAICS code 541370 with a $19.5 million size standard, targeting professional land surveying services. The USDA anticipates establishing up to three Firm Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts with a one-year base period and four one-year option periods. Individual contract holders will be limited to $5 million, with a total shared capacity of $15 million, and task orders will range from $2,500 to $500,000. The place of performance is exclusively within Wisconsin, and contractors must be licensed and registered in the state. Each Multiple Award Task Order Contract (MATOC) holder is guaranteed a minimum funding of $2,500, with an anticipated contract award in the second quarter of fiscal year 2025. The survey work will require comprehensive documentation, including multiple format deliverables such as AutoCAD files, shapefiles, physical plats, and legal descriptions.
