About this opportunity

The United States Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center is requesting professional qualification statements from licensed land surveyors to perform legal boundary surveys throughout Texas for various conservation easement programs. The solicitation seeks firms capable of conducting surveys for programs including Wetland Reserve Easements, Emergency Watershed Protection Program-Floodplain Easements, Health Forest Reserve Program, and Regional Conservation Partnership Program easements. Qualified firms must submit SF-330 Professional Qualification Statements demonstrating their capabilities, with evaluation criteria focusing on professional qualifications, local knowledge, specialized experience, capacity to perform work, and past performance. Responses are due by December 16, 2024, with contract awards anticipated in the 2nd Quarter of Fiscal Year 2025. The procurement will follow the Selection of Architects and Engineers statute under Federal Acquisition Regulation (FAR) Subpart 36.6, which emphasizes qualifications-based selection rather than price competition.

This solicitation is a total small business set-aside with a $19.5 million size standard under NAICS 541370 for Surveying and Mapping Services. The government anticipates establishing up to two Firm Fixed-Price Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts with a total shared capacity of $6 million over a 5-year period. Each contract holder is guaranteed a minimum of $2,500 in work, with a maximum ordering limit of $3 million. Performance will be exclusively within Texas, with surveyors required to be licensed and registered in the state. Firms that previously submitted qualifying statements under solicitation 12FPC324R0004 will be automatically considered and may update their submission. The contracts will support various USDA conservation easement programs, with survey work consisting of detailed measurements, computations, drawings, and descriptions according to specified land survey specifications.
