About this opportunity
The United States Department of Agriculture's Farm Production and Conservation (FPAC) Business Center is soliciting professional qualification statements from licensed land surveying firms to perform legal boundary surveys throughout Illinois for various conservation easement programs. These programs include Wetland Reserve Easements, Emergency Watershed Protection Program-Floodplain Easements, Health Forest Reserve Program, and Regional Conservation Partnership Program easements. Qualified firms must submit Standard Form 330 (SF-330) professional qualification statements by December 16, 2024, demonstrating their ability to conduct comprehensive surveys involving measurements, computations, drawings, and descriptions according to specified land survey specifications. The government will evaluate proposals based on professional qualifications, local area knowledge, specialized experience, performance capacity, and past performance. Proposals will be assessed under Federal Acquisition Regulation (FAR) Subpart 36.6, which governs architect-engineer services procurement.
The solicitation is a total small business set-aside, specifically targeting firms within the NAICS 541370 Surveying and Mapping Services category with a size standard of $19.5 million. The procurement aims to establish up to three multiple-award task order contracts (MATOCs) with a total shared capacity not exceeding $15 million over a five-year ordering period. Individual task orders will range from $2,500 to $500,000, with each MATOC holder guaranteed a minimum funding of $2,500. Firms previously qualified under a related solicitation (12FPC324R0004) for Indiana will be automatically considered and may update their submissions if needed. The place of performance is statewide in Illinois, and contract award is anticipated in the second quarter of fiscal year 2025. Offerors must be licensed and registered in the State of Illinois, with preference given to firms having three or more licensed professional land surveyors and survey party chiefs with five or more years of experience.
