About this opportunity

The United States Department of Agriculture (USDA) Farm Production and Conservation (FPAC) Business Center is seeking professional qualification statements from licensed land surveying firms to perform legal boundary surveys for conservation easement programs throughout Delaware. The solicitation requires firms to submit Standard Form 330 (SF-330) qualification packages by December 16, 2024, demonstrating their capabilities in surveying easements under programs like Wetland Reserve Easements, Emergency Watershed Protection Program-Floodplain Easements, and various Regional Conservation Partnership Program initiatives. Firms will be evaluated based on factors including geographic location, current capacity, past performance, and the number of licensed Professional Land Surveyors within their organization. The evaluation will specifically consider CPARS or Past Performance Questionnaire (PPQ) ratings for previous projects, with firms having three or more licensed PLS receiving higher ratings. Firms that previously submitted an SF-330 under solicitation 12FPC324R0004 will be automatically considered and may update their submission.

This procurement is a total small business set-aside with a size standard of $19 million under NAICS code 541370, targeting surveying and mapping services. The government anticipates establishing up to two firm-fixed-price, indefinite-delivery, indefinite-quantity (IDIQ) multiple award task order contracts with a total shared capacity of $6 million over a 5-year period. Each contract holder will have a minimum guaranteed funding of $2,500, with a minimum task order value of $2,500, and the contracts will cover survey work across the entire state of Delaware. The place of performance is Delaware, and contractors must be licensed and registered in the state. Successful firms will be responsible for performing all surveys, measurements, computations, drawings, and descriptions according to the attached Land Survey Specifications, with a focus on precise boundary identification and documentation for various conservation easement programs.
