About this opportunity
The USDA Farm Production and Conservation Business Center is requesting professional qualification statements (SF-330s) from qualified architect and engineering firms to provide licensed land surveyor services for legal boundary surveys throughout Colorado. Contractors must be licensed and registered in Colorado and will perform surveys and re-surveys of various easements including Wetland Reserve Easements, Emergency Watershed Protection Program-Floodplain Easements, Healthy Forest Reserve Program easements, and Farm Bill 2018 Regional Conservation Partnership Program easements. This is a request for qualifications only under FAR Subpart 36.6, not a pricing proposal, with work consisting of surveys, measurements, computations, drawings, and descriptions according to attached NRCS Land Survey Specifications. Firms will be evaluated based on five criteria: Professional Qualifications, Knowledge of Locality, Specialized Experience, Capacity to Perform Work, and Past Performance. The submission deadline is August 28, 2025, and firms that previously qualified under solicitation 12FPC324R0004 for Colorado work will be automatically considered but may update their packages.
This opportunity is designated as a 100% small business set-aside under NAICS code 541370 with a size standard of $19.5 million. The contract structure will be a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a one-year base period and four one-year option periods, carrying a total contract ceiling of $1.5 million with individual task orders ranging from $2,500 to $500,000. The minimum guaranteed funding is $2,500 per contract holder, and contractors must demonstrate the ability to field multiple survey crews simultaneously and have GPS survey capabilities. Work must be performed state-wide throughout Colorado rather than in specific regions, with all surveys conducted according to strict technical standards including monumentation requirements and delivery of both hard copy and electronic formats. The anticipated contract award is scheduled for Q2 FY25, with firms required to maintain active SAM registration and provide evidence of property boundary survey experience within the last five years.
