The Department of the Air Force Headquarters Air Force Academy seeks a Professional Formation Skydiving Instructor to support the U.S. Air Force Parachute Team (Wings of Blue) competitive formation skydiving teams, with proposals due August 12, 2026 at 10:00 AM MDT. This is a Total Small Business Set-Aside under NAICS 611620, with a small business size standard of $9.0 million.
Place of performance spans Government facilities, commercial wind tunnels, competition sites, and drop zones in Colorado Springs, Colorado; Raeford, North Carolina; Eloy and Marana, Arizona; and Porterville, California. The contractor must possess a minimum of 20 years of competitive formation skydiving experience at the highest levels with 25,000 career skydives, including at least 15,000 4-way and 2,000 8-way formation skydiving jumps. Demonstrated coaching experience with advanced teams for a minimum of 15 years is required, specifically including elite military, civilian, and international national teams with documented World Championship and World Cup titles in 4-way and 8-way formation skydiving. Required certifications include USPA D License, Accelerated Freefall Instructor Rating, Professional Exhibition Rating, and International Bodyflight Association Level 2 Tunnel Instructor Rating or equivalent.
The contract runs from September 1, 2026 through August 31, 2027, with one twelve-month option year extending through August 31, 2028. Pricing is firm-fixed-price except for travel CLINs, which are cost-reimbursable at actual cost under Joint Travel Regulations. The Base Year comprises three CLINs: Professional Formation Skydiving Coaching Services (83 days), Travel and Per Diem (1 lot), and Remote Coaching and Video Debrief Support (50 hours), with identical CLINs for the Option Year. Award is made on a Best Value basis, with Technical Capability and Past Performance significantly more important than Price. Proposals must be submitted in three volumes: Technical Proposal (15 pages maximum), Past Performance (5 pages maximum), and Price Proposal (no page limit). Questions should be directed to Ronald Wilson (ronald.wilson.26@us.af.mil) or Dawson Hopkinson (dawson.hopkinson@us.af.mil).
