About this opportunity
The U.S. Army Corps of Engineers, New Orleans District, is seeking qualified vendors for a Blanket Purchase Agreement to provide Professional Forestry Services and Timber Cruises for the Atchafalaya Basin Floodway System Project in Southeast Louisiana. The primary deliverable consists of comprehensive Timber Cruise Reports that must be completed within 120 calendar days for call orders involving no more than five ownerships, following Louisiana Forestry industry standards to determine current market value of existing timber by tract ID and ownership. Qualified vendors must be registered in the System for Award Management (SAM.gov), demonstrate experience in professional forestry timber cruise services, and be capable of meeting government schedules and standards. The government will evaluate BPA holders competitively for best value when issuing orders, with no guarantee that awarded vendors will receive work orders. Interested parties must submit their expressions of interest electronically in PDF format to the designated contact by August 8, 2025, at 11:00 AM, with questions directed to J. "Mark" Hamilton at the MVN Appraisal & Planning Branch.
This opportunity has no set-aside designation and no incumbent contractors are mentioned in the solicitation notice. The maximum contract value is $1,000,000 over the life of the agreement, which includes an initial one-year term with four additional one-year renewal options, totaling a potential five-year performance period. The services will be performed across six Southeast Louisiana parishes within the New Orleans District boundary: Iberia, Iberville, Pointe Coupee, St. Landry, St. Martin, and St. Mary parishes. The timber cruise reports must cover adequate percentages of operable and merchantable timbered areas, with some tracts containing wet or swampy conditions that may be unsuitable for economically viable logging operations. The reports will inform government real property appraisers about existing timber value on required easement tracts and the diminution in timber value due to proposed government easement acquisition. This Sources Sought Notice serves as market research only, with no commitment to purchase implied, and the government will not pay for materials provided in response to this market survey.
