About this opportunity

The Department of the Army Materiel Command Army Contracting Command is seeking a contractor to produce, print, and distribute Crimson Sky, an official public affairs newspaper for the Seventh Air Force in Korea. The contractor will be responsible for all technical and operational execution including file preparation, production workflow, quality assurance, and distribution, while the 7th Air Force Public Affairs office retains full authority over editorial content and approval. Key requirements include producing bi-weekly full-color publications with 5,000 copies per issue using commercial offset printing, distributing to U.S. military installations across the Republic of Korea including Osan Air Base, Kunsan Air Base, USAG Humphreys, and USAG Daegu, and ensuring all personnel obtain proper base access credentials and security clearances in compliance with SOFA 700-19 and applicable Air Force, Army, and USFK regulations. The publication operates as a no-cost government publication under the Civilian Enterprise model per AFI 35-101, with the contractor bearing all financial burden while the U.S. Air Force incurs zero cost. The pre-solicitation notice was posted on February 25, 2026, with a response deadline of March 4, 2026.

This opportunity includes no set-aside designations and does not identify a current incumbent contractor. The contract period runs for six years, spanning May 1, 2026 through April 30, 2032, establishing a long-term publishing commitment. The contractor must produce 26 bi-weekly issues annually at 5,000 copies per issue, resulting in approximately 130,000 copies per year across the six-year period. Advertising is permitted under the Civilian Enterprise model but requires prior 7 AF/PA approval, with prohibitions on political content, gambling, weapons sales, and adult entertainment. The pre-solicitation notice does not specify a budget range or award value; however, given the no-cost publication structure, the contractor must generate revenue through approved advertising to offset production, printing, and distribution expenses.
