About this opportunity
The Defense Logistics Agency Aviation is conducting market research to identify potential sources for the production and qualification of SATCOM Antenna (NSN: 5985-20-011-2563UC, Part Number: 1242-A-0010-21) and Satellite Data Unit equipment (NSN: 5895-20-011-3435UC, Part Number: 1252-A-3800-01) for the C-5 aircraft program. The SATCOM Antenna is an ARINC 781 High Gain Antenna designed to receive and transmit voice and data from moving aircraft via the Inmarsat satellite network while supporting multi-channel Swift Broadband services. The Satellite Data Unit provides standalone satellite communication for cabin use and interfaces with the audio system and Flight Management System to enable pilot-initiated dialing and voice communication through headsets. While specific evaluation criteria are not detailed in this pre-solicitation notice, the government is seeking sources with the expertise, capabilities, and experience necessary to meet qualification and production requirements. The response deadline for interested parties is January 8, 2026, providing approximately three weeks for potential suppliers to submit information regarding their interest and capabilities.
This opportunity is not designated as a set-aside contract. EMS Technologies Canada, Ltd (CAGE 38473), a subsidiary of Honeywell International Inc., is identified as the original equipment manufacturer and the current known sole source for these items, as the government does not possess the technical data, drawings, or schematics required for production. The pre-solicitation notice indicates the DLA Weapons Support Contracting Office intends to award a sole source contract to EMS Technologies Canada, Ltd; however, other interested parties are being solicited to identify themselves as potential alternative sources that may possess the necessary technical knowledge and capabilities. No specific contract value, quantity requirements, or service timeline parameters are disclosed in this pre-solicitation notice, though the procurement supports ongoing sustainment and production requirements for the C-5 program.
