About this opportunity

The Army Contracting Command-Redstone Arsenal (ACC-RSA) is conducting market research through this Sources Sought Notice to identify qualified contractors capable of providing Production, Engineering, Technical, and Logistic Support Services for the AN/APR-39 Radar Signals Detecting Set (RSDS). The procurement is being managed by the Project Management Office for Aircraft Survivability Equipment (PMO ASE) and will be performed in Huntsville, Alabama. This is a pre-solicitation notice intended for preliminary planning purposes under Federal Acquisition Regulation Part 15.201(e) and is not a formal request for proposal. The Government has not yet established detailed evaluation criteria, as the notice is designed to gather market information to develop the acquisition strategy and performance work statement. Interested parties must submit their responses by January 27, 2026, though this deadline applies only to the sources sought inquiry and does not constitute a formal proposal deadline.

This procurement has not been designated as a set-aside contract for any particular business category. The notice does not identify any current contractors or incumbents, nor does it disclose specific contract values, budget ranges, or service timelines. No funds are currently available to compensate respondents for preparing submissions to this notice, and all responses are strictly voluntary. The Government emphasizes that submission of information does not constitute an offer, does not obligate the Government to award a contract, and does not preclude non-respondents from competing in any future formal solicitation. If the Government proceeds with a formal solicitation, a separate notice will be published with complete contract requirements and proposal instructions.

The RSDS is vital to force protection and provides warnings to pilots of threats from surface-to-air missiles, air-to-air missiles, and antiaircraft artillery. The RSDS has growth potential to augment the passive situational awareness information with active countermeasures.
