About this opportunity

The Naval Sea Systems Command (NAVSEA) intends to award a contract to Raytheon Missiles and Defense for Production Engineering Services supporting Japan ASEV and Ballistic Missile Defense (BMD) requirements. The contract will focus on equipment changes for the AEGIS Fire Control System (FCS) MK99, Technical Engineering Services for BMD, and Foreign Military Sales (FMS) Japan Shipbuilding efforts. NAVSEA plans to use other than full and open competition under 10 U.S.C. 2304(c)(1), citing Raytheon as the only responsible source capable of meeting their specific technical requirements. The pre-solicitation notice was posted on March 10, 2025, with interested parties having fifteen days to express capability and interest in responding to the requirement. While this is not a formal request for competitive proposals, NAVSEA will review all expressions of interest received by March 25, 2025.

The contract opportunity is not designated with any specific set-aside category and will be awarded under Basic Ordering Agreement (BOA) N00024-22-G-5311. Raytheon IDS is identified as the sole qualified source, possessing unique in-depth technical expertise and understanding of the MK99 FCS and AN/SPY-1 radar systems. The procurement falls under NAICS Category 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a Product Service Code (PSC) of 1260 for Fire Control Designating and Indicating Equipment. The contract will support both United States Navy internal modernization efforts and Foreign Military Sales requirements, specifically targeting improvements in naval fire control and missile defense systems. While specific contract value details are not provided, the scope suggests a substantial engineering and technical services engagement focused on advanced naval defense technologies.
