About this opportunity
The U.S. Department of Agriculture's Animal and Plant Health Inspection Service (USDA APHIS) is procuring Swine Influenza AB 5/Strip reagents for animal disease diagnostics through an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. These test strips will be used to diagnose African Swine Fever (ASF) and Classical Swine Fever (CSF) diseases in swine blood and tissue samples at the National Veterinary Services Laboratories (NVSL) and to stock five other ASFV testing laboratories. The contract requires vendors to be registered in the System for Award Management (SAM) and provide past performance references along with a completed pricing schedule. The solicitation was posted on July 30, 2025, with responses due by August 5, 2025. Suppliers will be evaluated based on their ability to meet the technical specifications and delivery requirements for the diagnostic reagents.
This opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small business entities. The contract has an estimated total value not to exceed $1,000,000 and will run for five ordering periods from the date of award through July 31, 2030, with each period covering approximately one year. Each ordering period requires the delivery of 20 Swine Influenza AB 5/Strip test kits plus associated freight, with delivery expected within 30 business days of order receipt. The primary place of performance is Ames, Iowa, where the NVSL is located, though the reagents will ultimately be distributed to testing laboratories in multiple locations including the Dominican Republic, Puerto Rico, and Wildlife Services facilities. Orders will be placed on an as-needed basis through firm-fixed-price delivery orders under the IDIQ structure.
