About this opportunity
The National Oceanic and Atmospheric Administration has issued a Special Notice announcing its intent to procure six custom battery packs manufactured by Electrochem for use in Seaglider SGX autonomous vehicles operated by the National Marine Fisheries Service Pacific Islands Fisheries Science Center. The procurement involves three specific Electrochem battery pack models designed to fit within the Seaglider body and provide power for missions lasting up to two months or more. The government intends to negotiate a firm-fixed-price purchase order with delivery expected by November 1, 2025. This opportunity falls under NAICS code 335910 (Battery Manufacturing) with a size standard of 1,250 employees and carries no set-aside designation.
The Special Notice serves as a market research tool to determine whether the procurement should be conducted competitively, as the government currently believes only Electrochem can provide battery packs that meet the exact form, fit, and function requirements of the existing Seaglider system. Interested firms that believe they can fully meet the government's requirements may submit substantiating documentation via email to the contracting officer by September 11, 2025. All potential vendors must be registered in the System for Award Management (SAM) to be eligible for award. The government reserves sole discretion in determining whether to proceed with competitive procurement based on the responses received, and oral communications are not acceptable for this notice. This procurement supports the continued operation of autonomous underwater vehicles used for marine research and fisheries science activities in the Pacific region.
