About this opportunity

The U.S. Army Test Measurement Diagnostic Equipment (TMDE) Activity at Redstone Arsenal is procuring a Dual Source High Resistance Bridge or equivalent unit to replace obsolete and aging test equipment. The Army Contracting Command-Redstone Arsenal requires this specialized testing equipment to provide accuracy and stability in resistance measurements at the Army Physical Standards Labs. The procurement includes specific components: two High Resistance Coaxial Matrix Scanners, two 1000Vdc Programmable Voltage sources, one input signal interface/Electrometer, one 10MΩ-1TΩ Temperature Stabilized High Resistance Standard, two Air Baths, and one Equipment Rack. The solicitation emphasizes system continuity in measurement architecture, particularly to maintain compatibility with existing upgraded 10-channel scanners while replacing obsolete 20-channel scanners. The solicitation was posted on June 23, 2025, with responses due by July 3, 2025, providing a tight ten-day response window.

This procurement does not utilize any set-aside designations and is open to full and open competition, though the attached documentation suggests a justification for other than full and open competition may apply. No incumbent contractors or current service providers are identified in the solicitation materials. The contract does not specify award values or budget ranges, focusing instead on technical specifications and delivery requirements. The equipment will be delivered to Building 5435, Fowler Road at Redstone Arsenal in Huntsville, Alabama, where the Army Physical Standards Labs are located. The procurement falls under NAICS code 334515 for Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, indicating the specialized nature of the required equipment. Performance will occur at the Redstone Arsenal facility, with the equipment specifically designated for use in the Army's metrology and calibration operations.

Notice text

The U.S. Army TMDE Activity (USATA) has a requirement to purchase one Dual  Bridge or equivalent unit due to obsolescence and aging of existing test equipment and standards. The new equipment will provide accuracy and stability in resistance measurements that shall be delivered to USATA?s Army Physical Standards Labs located at Building 5435, Fowler Road Redstone Arsenal.

The new Dual Bridge or equivalent unit shall include the following:

• High Resistance Coaxial Matrix Scanner: the Army requires system continuity in measurement architecture between current and upgraded scanners. The obsolesced 20 channel scanner utilizes coaxial relays that are not employed in any other matrix scanner aside from upgraded 10 channel scanners. (Required Quantity of 2) • 1000Vdc Programable Voltage sources (Required Quantity of 2.) • Input signal interface/Electrometer: (Required Quantity of 1.) • 10MΩ-1TΩ Temperature Stabilized High Resistance Standard: Upgrade existing aging standard. (Required Quantity of 1.) • Air Baths: The requirement air baths are to account for the variation in sizes of resistance standards that the Army supports such as High Resistance decade boxes and high resistance transfer standards that are much larger than single value resistance standards. (Required Quantity of 2.) • Equipment Rack: The rack is an accessory that is desired to aid in portability of the system and to maintain/ protect the integrity of sensitive connections. The Army’s Dual Source High Resistance Bridge or equal to parts does not require an EMI shielded rack and based on historical measurement data it is not a requirement. (Required quantity of 1.)
