About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP) Weapon Systems Support Philadelphia is seeking to procure 15 units of air refueling probes (Part Number 3415610, NSN 7RH 1560 016758303 V2) through a sole source acquisition. This procurement involves the repair and modification of airframe structural components under Federal Supply Code 1560, with delivery required FOB origin. The government intends to negotiate exclusively with COBHAM MISSION SYS WIMBORNE LMT (U1918) as the sole responsible source, citing that no drawings or technical data are available and the government does not own the data rights necessary to procure from alternative sources. The acquisition will utilize FAR Part 15 procedures rather than commercial item acquisition processes, and the government has determined that no other supplies or services will satisfy the agency requirements. The solicitation will be conducted electronically through NECO, with all proposals received within 45 days of the January 29, 2025 posting date being considered for evaluation purposes.

This procurement does not utilize any small business set-aside designations and is being pursued as a sole source requirement with COBHAM MISSION SYS WIMBORNE LMT as the anticipated single offeror. Any manufacturers not currently approved for this material must submit a Source Approval Request (SAR), though the procurement will not be delayed to await SAR approval. The contract involves a quantity of 15 units with a delivery deadline of October 31, 2025, representing a timeline of approximately nine months from the initial posting date. The technical data package version is 007, and the procurement falls under NAICS code 333613 for general purpose machinery manufacturing. While no specific award value is mentioned in the notice, the sole source nature and specialized aircraft component requirements suggest this is a high-value defense procurement for critical airframe refueling system components.
