About this opportunity

The US Agency for International Development (USAID) in Jordan is seeking innovative private sector partnerships through the Private Sector Collaboration Pathway (PSCP) Annual Program Statement. The solicitation aims to develop solutions for development challenges in Jordan, specifically targeting five key development objectives: inclusive private sector-led growth, improved water security, strengthened democratic governance, accelerated human potential, and enhanced agency for women and youth. USAID requires proposed partnerships to leverage private sector resources at a 2:1 ratio or greater, commit at least $1 million, and include a Jordanian firm or implementer. Concept papers may be submitted on a rolling basis, with USAID committing to review and provide feedback within 30 days of the closing date of April 26, 2025. However, due to a recent Presidential Executive Order, there is currently a pause on accepting proposals, with a subsequent amendment to be issued to either resume or cancel the process.

The solicitation is not set aside for any specific group and is open to various private sector partners including for-profit businesses, private foundations, finance providers, business associations, and cooperatives. The place of performance is Amman, Jordan, with the contract falling under the NAICS category of Administrative Management and General Management Consulting Services. While specific award values are not explicitly stated, the requirement of a $1 million minimum commitment suggests substantial potential funding. The opportunity is categorized under PSC code R499 for Professional Support Services and is designed to align with Jordan's Country Development Cooperation Strategy. The broad nature of the solicitation indicates USAID is seeking flexible, innovative partnerships that can address complex development challenges through private sector engagement.

Update #2 · Latest ·

The purpose of this Addendum is to develop innovative solutions to development challenges through partnerships with local and international private sector firms operating in Jordan to align with the goal of Jordan’s CDCS, which is, “Jordan advances its self-reliance by creating private sector-led economic opportunities for a healthy, well-educated population, improving water security, increasing citizen-state trust, and reducing barriers for women and youth.”

In accordance with the President’s Executive Order on Reevaluating and Realigning United States Foreign Aid and additional direction provided by the Department of State, USAID is pausing all new obligations of funding, and sub-obligations of funding under Development Objective Agreements (DOAGs), pending a review of foreign assistance programs funded by USAID.

Therefore, this APS Jordan Addendum is modified to inform potential applicants no proposals/applications will be accepted at this time and that a subsequent amendment will be issued to either resume or cancel the process.
